Sec. 5. Board of Directors.  (a) The district is governed by a board of 13 directors.

Sec. 5. Board of Directors.  (f) All directors must be residents of and qualified voters in the district.

Sec. 5. Board of Directors.  (o)  If a vacancy occurs on the board, the person or persons designated in Subsection (b), (c), or (d) of this section to appoint a director for the position that is vacated shall appoint a director to serve the unexpired term.
